DESCRIPTION OF COLLECTION SYSTEM
GENERAL The Liberty Lake Sewer and Water District (District) provides both public water service and wastewater collection and treatment services. BACKGROUND AND PURPOSE There have been a number of planning efforts undertaken for the
District's wastewater system over the past twenty years. Each has, in turn,
addressed and updated the approach to wastewater collection, treatment, and
disposal as needed for the A major factor behind the increased growth in the EXISTING SERVICE AREA The Liberty Lake Sewer and Water District serves a combination of residential, commercial, and industrial customers. The existing boundary contains approximately 3,400 acres, excluding Liberty Lake itself. As defined by the Department of Ecology, the District lies within Water Resources Area 57, and is part of the Spokane Water Quality Management Area.
Click to enlarge the LLSWD District Service Area Map The area can be generally subdivided into five major sub-areas. These sub-areas consist of the Liberty Lake Perimeter, the MeadowWood development, the Highlands development, the Industrial Area, and the North Area. Liberty Lake Perimeter: This area is essentially everything south of Sprague Avenue, including the community adjacent to the lakeshore, and contains some of the oldest homes in the area. Concentrations of the population are located on the north and northwestern shores of the lake. Also included in this area are the eastern and western slopes draining to the lake that presently have a relatively small amount of development. The "Liberty Lake Perimeter" is completely outside the Interim Urban Growth Area (IUGA). Meadow Wood Developments: This area is generally bounded by Liberty Lake Road to the west, Mission Avenue to the north, the east line of Section 14 to the east, and Valley Way to the south. The area is experiencing rapid growth that is projected to continue for several years. Spokane County's MeadowWood Golf Course occupies a large portion of Section 14 within this area. Highlands Development: This ongoing development lies generally west of Liberty Lake Road and south of Interstate 90 in Sections 15 and 16. The Highlands development consists of a residential area (The "Highlands") and a commercial area ("Liberty Lake Business and Industrial Park" or "Corporate Park"). Construction in the Corporate began in 1997, and is expected to continue until full build-out in 2013. Construction in The Highlands is expected from 2000 to 2016. Industrial Area: This area consists of the portion of the District's service area lying north of Mission Avenue, south of Interstate 90, and east of Liberty Lake Road. This area is also expected to experience moderate to rapid growth in the next five years with various light industries anticipated to continue moving into the area. North Area: The only portion of the current service area lying north of Interstate 90 is the District's treatment facility site and property, located in the SW 1/4 of Section 10. The District currently provides sewer service to an area north of 1-90 and west of Harvard Road, which is outside their service area.
